Jack learns that Tony Hill is getting out of prison after serving 5 years of his prison sentence. Jack asks cousin Sal to get a confession out of Tony about the murder of the FBI agent. As the team digs up more evidence to convict Tony Hill for the murder of Shep they undercover another murder that took place in 1999. Cousin Sal is found dead in his hotel room due to a drug overdose. Jack learns that the District Attorney will let Tony Hill out again because there isn't enough evidence to charge him with both murders.
